Indian Law Resource Center Announces New Staff and Board Members
[Helena, Montana: December 15, 2025] The Indian Law Resource Center is proud to announce the appointment of two new members to its Board of Directors: Rochelle Morgan-Verdin and Caleb J. Dogeagle. They join a strong, Indigenous-led Board committed to advancing the rights and sovereignty of Indigenous peoples.
Rochelle Morgan-Verdin, a citizen of the United Houma Nation, brings more than 20 years of experience advocating for Indigenous human rights and climate change. Her work centers on addressing the impacts of extractive industries and climate displacement, informed in part by her own lived experience. Rochelle’s dedication to community-led solutions and steadfast commitment to Indigenous rights reflect her broader vision for advancing human rights worldwide. She currently serves as a strategist and co-founder of In Our Ways Strategy Group.
Caleb J. Dogeagle, an enrolled member of Standing Rock Lakota Sioux, Hidatsa, and Mandan, has extensive experience working within judicial and legal systems in Indian Country. He serves as Solicitor General for Mille Lacs Band of Ojibwe since 2019 and as a Special Assistant United States Attorney with the US Attorney Office District of Minnesota since 2020. His career reflects his strong dedication to protecting tribal communities through legislative, judicial, and governance efforts.
Earlier this year, the Center also expanded its staff, welcoming Naiset Perez as Assistant Project Operations Manager and Tia Bahozhoni as Grants and Communications Officer. Naiset, Maya Mam, holds a B.A. from Dartmouth College in both Geography and Latin American, Latino, and Caribbean Studies, and has quickly become an essential member of the Washington, D.C. office. Tia, Diné, joins the Center following her role as a Policy Specialist with the National Indigenous Women’s Resource Center.
“We’re thrilled to welcome our new board members and staff to Indian Law,” said Chris Foley, Executive Director. “Each of them brings a unique and thoughtful approach to the issues facing Indigenous communities. I look forward to learning from them and building on their insights as we continue advocating for Indigenous human rights together.” These additions to the Indian Law Resource Center will help support and strengthen our capacity to advance and defend the rights of Indigenous peoples in the United States and internationally.
Rochelle Morgan-Verdin previously served as Policy Lead for International Affairs at the National Congress of American Indians. In addition to her work at In Our Ways Strategy Group, she serves as Indigenous Elections Expert at The Carter Center. She holds a B.A in Latin American and Caribbean Studies from Emory University and an M.A. in International Law and Human Rights from United Nations-Mandated University for Peace.
Caleb J. Dogeagle holds both a Juris Doctor and Master of Laws degree from the University of Arizona James E. Rogers College of Law. He previously served as Supervising Attorney and Staff Attorney at Three Affiliated Tribes Legal Department. He currently serves on the Commission on Judicial Selection in St. Paul, Minnesota; as Board Chair of the Native Governance Center; and as a board member of the Rural Renewable Energy Alliance.
