Stage Three: Final Revisions

The Working Group has now entered the third stage in the development of the draft declaration - the stage of final revision - which began during the second half of the Seventh Negotiation Meeting in Brasilia, Brazil, from March 21 - 25, 2006.  This stage is currently underway based on a new text and a new working methodology.

As a result of this new working method, suggested by the Chair of the Working Group on February 14, 2006, debates are restricted to bracketed terms or phrases that remain controversial.  Consequently, in their efforts to further consensus, both state members and indigenous representatives need to limit their interventions to proposals or comments related to the bracketed text.    

Furthermore, the new text upon which discussion will be based is no longer the Chair's Consolidated Text, but rather the New Basic Text for Final Revisions.  This new text represents the most current state of the draft Declaration, incorporating the results of the eleven negotiation meetings in the quest for consensus.
